Problems Scenting Candle

Hello. I am trying to make homemade scented soy candles as gifts. However, I am having a difficult time making the candle smell. I have made test batches and still my candle is not scented. In the last batch, I had about a 3 oz jar that I filled with about 7 drops of a fragrance oil pomegranate. I poured the fragrance oil in at 125 degrees and let the candle cure for 24 hours. Does anyone have any suggestions on how many drops of fragrance or essential oil I should put in?
